Smelting can be unlocked by talking to Ata after reaching the unlock requirements:

Tin ore.
Completion Requirements[]
Smelting can be completed after reaching prosperity 120,000 
and having delivered Tin (5) and 
Copper (5) and 
Gold (5) and 
Silver (5).
Rewards[]
Completing the idea rewards the Player with Upgrade to 
Smelting Tools Station.
